Vice Mayor Ryan Luis Singson as the new congressman to represent the first district of Ilocos Sur, replacing his brother Ronald who was recently convicted of illegal drug possession by a Hong Kong court.
Singson won a total of 71,995 votes from his townsmen, defeating rival Bertrand Baterina, a lawyer, who had 30,445 votes.
Singson, together with his sisters, was teary-eyed when he received the news.
He considered the win an “early birthday gift." He will celebrate his 31st birthday this coming Wednesday.
Singson vowed to keep a clean slate as he takes hold of his Congress duties, saying he will take a drug test if necessary.
He stressed, however, that he will resume the pending projects of his brother Ronald.
